From the Medical Directors - Peer Review Committee Up and Running

Fellow medical staff, as you may know, in the fall of 2011, we began our work creating a multidisciplinary peer review committee (MDPRC). The chairs of individual department patient review committees came together with other medical staff leadership to help create our new MDPRC. This committee is now in place and has been gearing up over the past few months. The MDPRC will focus on cases referred to it from individual department patient review committees, cases that involve interdepartmental patient care issues, and cases referred due to individual physician performance.

The MDPRC consists of voluntary medical staff physicians from multiple disciplines. The MDPRC will be able to provide an environment to evaluate physician performance that is completely confidential, unbiased, and focused on performance with a positive, collegial approach. Individual specialty input will also be sought when necessary. The MDPRC will be able to provide recommendations to the Medical Executive Committee (MEC) as needed, as well as provide a link to the hospital quality improvement structure to assist in fixing process and systems issues.

It should be noted that this committee does not replace current individual department patient review committees. Individual department committees currently function with variable results; some departments are without any patient review committees. It would be our hope that the MDPRC could assist all departments in creating their own patient review committee if interested.

Physicians can refer cases to the MDPRC via their department patient review committee chairs, their department chairs, or one of the medical staff directors. More details can be found within the charter recently accepted at MEC.

Finally, I want to introduce Dr. Quinn Holzheimer as the first chair of the MDPRC. He has served as the chair of the ED Patient Review Committee, and will provide needed leadership to the committee.

    St. Mary’s New EVP/COO is Familiar Face
     Kristin McManmon returns to St. Mary’s Hospital on Sept. 24 to begin a new role as Executive Vice President/Chief Operating Officer.

    Earlier this year, Kristin left her position as St. Mary’s Vice President of Operations to accept a new position as Vice President for Heart, Vascular and Surgical Services for OhioHealth’s Riverside Methodist Hospital.

    Kristin has a long history with SSM Health Care (SSMHC). Prior to coming to St. Mary’s, Madison, in 2007, she held administrative positions in SSMHC hospitals in St. Louis and Baraboo for 19 years. She holds a master’s degree in health care administration from St. Louis University and is a licensed nursing home administrator. While at St. Mary’s, she became board certified in health care management as an American College of Healthcare Executives Fellow (FACHE).

    Among her other St. Mary’s accomplishments is completion of the most extensive expansion in St. Mary’s history, opened in 2008. Kristin also provided oversight for construction of the new Family Care Suites and Physician Resource Center, led planning for the Ronald McDonald Family Room scheduled to open this fall, managed significant growth for our cardiac program and co-led the regional SSM Health Care of Wisconsin Forward Award application process last year.

    Kristin succeeds Jon Rozenfeld, whose last day was August 28. He assumed a new position in the Chicago area.

    “Kristin’s St. Mary’s experience and proven leadership will help us maintain our momentum and smoothly move through this transition during this time of significant change,” says President Frank Byrne, MD. “This is a great opportunity for St. Mary’s and a well-deserved promotion for Kristin. Please join me in welcoming her back to St. Mary’s.”

    Dean & St. Mary’s: An ACO Before ACOs were Cool

    It’s been 100 years in the making, and now Dean Clinic and St. Mary’s Hospital have been officially selected as an Accountable Care Organization (ACO).

    That’s the formal definition of an integrated model of care that stems from doctors, hospitals and insurers all working together to improve patient outcomes and reduce unnecessary costs.

    Dean Clinic and St. Mary’s Hospital have collaborated for a century, and their ownership of and partnership with Dean Health Plan date back to 1995, when SSM Health Care of Wisconsin purchased a 47 percent share of the health insurance plan. Legally, the new ACO will be Dean Clinic & St. Mary’s Hospital ACO, LLC.

    “In many aspects, we were already delivering on the principles and benefits of this value-based model,” explains President Dr. Frank Byrne.

    By being recognized as an ACO, Dean & St. Mary’s is now one of 116 ACOs in the Shared Savings Program developed by the Centers for Medicare & Medicaid Services (CMS) as part of the health care reform legislation. ACOs will be rewarded for demonstrated commitment to lowering health care costs while providing quality care. It is designed to focus on Medicare patients and then filter into better care delivery for all patients for years to come.

    Furthermore, Dean & St. Mary’s ACO is among just five that have elected to be part of the more rigorous program that shares savings as well as risks.


    Dean Health Plan Grows in New Way
    Starting Jan. 1, 2013, Dean Health Plan will have a hand in the Green Bay-area market, thanks to an agreement between Dean, SSM Health Care of Wisconsin and the Boards of Directors for Prevea Health and St. Vincent Hospital (what is commonly referred to as Prevea/HSHS).

    The new plan, to be called Prevea360 Health Plan, will offer health insurance products through an integrated, managed care provider network. It awaits approval by the Wisconsin Office of the Commissioner of Insurance.

    This means that Dean & St. Mary’s local model of care and coverage, which aligns incentives among physicians, hospitals and insurance, will now help other highly regarded health care systems who are equally committed to true integration to establish their own health plans. This innovative agreement is the first of what could be a series of “Dean Export” initiatives.

    Hospital’s New 3T Skyra MRI on Display in Medical Imaging Department
    The MRI suite at St. Mary's Hospital is now scanning patients with a new 3T magnet. Turville Bay MRI announces its new Siemen's 3T Skyra magnet, an addition to the 1.5T scanner at the hospital. A complete remodeling of the existing suite is underway. Construction of the new patient waiting area and dressing room for outpatients is complete and the new control room will be finished in September. An Open House for all St. Mary’s healthcare professionals is planned for Tuesday, Sept. 25, from noon until 6 p.m. with a complete announcement pending.

    The Skyra, part of a new generation of MRI magnets, gives physicians an additional option when ordering images. New coil technology supplies higher resolution capability than previous 3T magnets and innovative coil architecture unlocks higher element configurations and higher SNR. Siemens new "True Form" Design delivers 50 x 50 x 45 cm FoV (Field of View) images that are clear to the edges with no signal drop off. Skyra has 4G flexibility, with up to 28 channels. The combination of technologies means less time in the magnet for patients, especially important for those with kyphosis, back pain, respiratory problems and anxiety. The 70 cm Open Bore and 173 cm Ultra Short Bore provide an easier imaging experience for larger patients and those dependent on medical equipment.

    Non-Dean Physicians to Get New Badges

    St. Mary’s Hospital has redesigned the photo ID badge for physicians with staff privileges (excluding Dean Health System physicians/staff). Human Resources is currently in the process of issuing the newly designed badge with updated physician photos. Please stop by the Human Resources Department in the hospital between 8 a.m. and 4 p.m. to have your new badge printed. Please bring your current badge to exchange for your new badge. All your current access levels will remain in effect with the issuance of your new badge. If you have further questions, please call Human Resources at x5566.


    Physician Spotlight: Jon Temte
    Jon Temte is a double doctor (MD and PhD) getting a double dose of medicine – from his practice as a family physician and his new appointment as chair of a national advisory committee.

    Jonathan L. Temte, MD/PhD, professor of Family Medicine at the University of Wisconsin School of Medicine and Public Health, has been appointed chair of the U.S. Advisory Committee on Immunization Practices by Kathleen Sebelius, Secretary of the Department of Health and Human Services. His term as chair started on July 1, 2012 and runs through June 30, 2015. He is the first family physician to serve in this role.

    The Advisory Committee on Immunization Practices provides advice and guidance to the Secretary, the Assistant Secretary for Health, and the Director of the Centers for Disease Control and Prevention, regarding the most appropriate selection of vaccines and related agents for effective control of vaccine-preventable diseases in the civilian population. This committee, in essence, creates the vaccines schedules and make the recommendation that affect nearly all Americans.

    Background: Jon Temte joined the faculty of the DFM in September 1993. He received his BA from Luther College, Decorah, Iowa, in 1980. He received an MS in biological oceanography from Oregon State University in 1986 and a PhD in zoology from the University of Wisconsin in 1993. Jon pursued his medical training at the UW-Madison Medical School receiving his MD in 1987. He is a 1993 graduate of the Madison Family Practice Residency and has served in many leadership positions.

    Awards and recognitions: He has an extensive variety of research and teaching experience, and received the Resident Research Award in 1993 and the Baldwin Lloyd Clinical Teaching Award in 1996. He has published widely in the area of marine mammal reproductive biology and specializes in birth timing of seals and sea lions. He is the former director of the Wisconsin Research and Education Network (WREN) and sits on pandemic influenza and bioterrorism working groups for the state of Wisconsin. He is also and AAFP liaison to the Advisory Committee on Immunization Practices.

    Special talents or interests: Before his medical career, Jon was a marine mammalogist. Some of his research was conducted with the seals at Henry Vilas Zoo. In 2010 and 2011, Jon showcased another talent – writing poetry – when he won the John J Frey III MD Writing Award.

    Medical Library Increases Availability
    Badge Access has been activated in the Medical Library 24 hours a day, allowing use of the resources even when the library is not staffed, and a pilot program offers additional staffed hours in the Physician Resource Center. Read more.

    “Nurses Shaping the Future” Campaign Launched
    As health care reform is contemplated, St. Mary’s has a plan for increasing partnership with nurses that will improve delivery of care.

    Physicians are in a unique position to witness the important work of nurses on a daily basis. Like physicians, nurses work long, irregular hours. They sit with patients, triage patients, and build relationships.

    The United States is at an important crossroads as health care reform is contemplated. In 2008 the Institute of Medicine and the Robert Wood Johnson Foundation partnered on a two-year initiative to explore strengthening nursing, the largest sector of health care professionals at 3 million strong, to become partners and leaders in improving the delivery of care and the health care system as a whole.

    One of the key recommendations from the report was that nurses should achieve higher levels of education and training through an improved education system that promotes seamless academic progression. Specifically, the report made the recommendation that the proportion of nurses with bachelor’s degrees should be increased to 80% by 2020.

    St. Mary’s has embraced this recommendation, and is making moves to be fully aligned with this plan. Frequently nurses are hindered from achieving bachelor’s or master’s level education due to financial and family constraints. In the ever-changing field of medicine, it is becoming more and more important to alleviate some of this pressure, and enable nurses to reach these educational levels. To that end, St. Mary’s Foundation has committed to raising a $1 million endowment to award scholarships to nurses pursuing bachelor’s, master’s or doctoral degrees in nursing. The Foundation has named the campaign “Nurses Shaping the Future.”

    The generosity of people such as Dr. William Kopp has pushed us toward achieving that goal. In memory of his wife, Alice Martin Kopp, Dr. Kopp has established the Dr. William and Alice Kopp Nursing Scholarship Endowment Fund, with a commitment of $100,000.

      Dr. Thomas C. Meyer, age 85, died July 16, 2012, in Madison. He was St. Mary’s second vice president for medical affairs, having served from 1986 to 1995.

      Honors and Recognitions
      Congratulations are in order for institutional successes and for our colleagues who go above and beyond the duty of their day (or night) jobs. 

      Dr. Daniel Danahy (cardiology) received a teaching award from the UW Department of Family Medicine graduating residents.

      St. Mary’s Hospital made the list of “100 Great Community Hospitals” compiled by Becker’s Hospital Review, a national publication that provides news and analysis related to hospitals and health systems. Becker’s analyzed information, recognition, and rankings from a variety of industry sources to determine the hospitals that made the list.
